- There are two levels of allocations at a delivery meter:
- Delivery Meter Operator Allocation
- Allocation of actual flow by the operator to shipper contracts. All
shipper contracts that nominate to the delivery meter will be available
on the Operator PDA to allocate.
- Delivery Meter Shipper Activity Allocation
- Once the delivery meter operator sets the PDA to allocate on a shipper
contract level, the shipper can set the Shipper PDA to allocate between
the various activities scheduled to that meter.

- There are 3 levels of allocations at a production meter:
- Receipt Meter Operator Allocation
- Receipt Meter Operator sets PDA to allocate between producers, or
upstream entities.
- Upstream Entity Allocation
- Allows the Upstream Entity to set a PDA on a shipper contract level
(available only on Texas Eastern)
- Receipt Meter Shipper Allocation
- The Shipper receiving gas can allocate flowing gas between different
activities on a contract using the Receipt Shipper PDA.

- Prorata Allocation
- Actual volumes are allocated to all parties based on ratio of scheduled
nominations to total scheduled nominations.
- Ranked Allocation
- Parties are ranked in order of priority.
- Swing Allocation
- Either an OBA (Operating Balancing Agreement) or a storage contract is
designated as taking the imbalance at a point. All other parties are allocated their
scheduled nomination.
